Donovan was born in Amesbury, Massachusetts on May 11, 1968. He was raised by only his mother along with his two brothers. When recalling his childhood, Donovan stated: “I grew up really poor. We grew up on welfare, a single mom with three boys. We didn’t have anything. Christmas would come around, she would rewrap gifts she’d given us before. We moved about 10 times in my childhood. When you come home from school and the lights don’t go on, you think: We’re moving! You can’t pay electric bills on welfare. We became very frugal.” He was mentored by teacher Patty Hoyt at Amesbury High School, she helped him start a drama club and then found him a private scholarship, enabling him to take part in a summer program that helped get him on the way to his acting career. Before Donovan graduated with a B.A. in theatre from University of Massachusetts Amherst, he attended Bridgewater State University. After earning his degree from Amherst he went on to earn an M.F.A. from New York University’s Tisch School of the Arts one of only eighteen students chosen out of thousands of applicants. Donovan has appeared in on many TV series including: CSI: Miami, Spin City, Monk, Witchblade, The Pretender, Homicide: Life on the Street, and Law & Order. On the short-lived TV series Threshold, he played the role of antihero Dr. Sloan. On Crossing Jordan he played the re-occurring character William Ivers. His first leading role came in 2004 on the American remake of Touching Evil, a British television series opposite Vera Farmiga. Since 2007 he has played the role of Michael Westen, a spy who was burned, castaway, and is now trying to return to his spy career. This high rated drama Burn Notice on the USA Network, and has consistently received higher ratings than its network competition for its time slot and demographics during its summer run. Donovan has also performed in several stage productions including Hamlet, A View from the Bridge, and an Inspector Calls.
